Slow Internet connection speed

Our internet connection speed is 4MB but it is working slow.  I tested with speedtest.net and it gives upto 2.70MB download.  According to the service provider that they dont have any issues.  I would like to know that what could be causes.  We are using watchgaurd firewall and it is connected to LAN.  Is there any software which we could utilize it for this purpose.

Usually if you are using HTTP proxy for internet access then this would degrade some speed; but not from 4 mbps to 2.7 mbps; using filteredHTTP service instead would restore the speed; but you would not be able to perform any proxy function like webblocker, filtering for file types and headers and other things.

I would suggest you to remove the firewall from the picture and connect a machine directly to the internet and then check speed; after this put firewall in and check speed again [preferably use same machine and same website to run speed tests].
This test would give enough evidence as to the extent to which the firewall is slowing the internet or if it the ISP network to blame.

Compare results and update. Also, provide details on the model and software version the device is running.
