Unable to install .NET Framework 3.5 (Due to .NET Framework 3.0 installation failure)

Hello,

I've been unable to install .NET Framework 3.5 due to a .NET Framework 3.0 installation failure 1603.

I've tried the following:
Ensured that administrators have full control to:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Eventlog\Security\ServiceModel 3.0.0.0

Removed all versions of .NET Framework using .net framework removal tool and rebooted.

Stopped all IIS services and re-ran the install.

This is an SBS in production with Exchange, Trend Micro Server, so I can't really reinstall IIS6.

Have you tried removing & reinstalling IIS ?

usually the .NET cleanup utility should do the trick 
try removing .NET 2.0 & 3 using the cleanup tool, although it seems unrelated I think this willsolve your problem
you may also wish to upgrade gradually to SP 3.5 not using the 3.5 redistributable in one shot
install in this order
Microsoft .NET Framework Version 2.0 Redistributable Package (x86)
Microsoft .NET Framework 2.0 Service Pack 1 (x86)
.NET Framework 3.5 Service Pack 1 (Full Package)

I've tried the cleanup utility for 3.0 pre-release as well as the .NET Framework cleanup tool and removed all version.

I can try the gradual install plan.  I'd really like to avoid reinstalling IIS, so I'm leaving that as my last step.

Installing 3.5 SP1 rather than 3.5 worked.  Apparently MS has cleaned up their installer in that build.
