I have a Microsoft Windows 2003 terminal server and want to allow managers to shadow some users without giving them Administrator rights on the server. Is there a way to do this?

Create a group "RDP-Monitoring"; add the users that should be able to shadow sessions.
From Administrative Tools, start the Terminal Services Configuration MMC, open the properties of the RDP-Tcp protocol, go to the Permissions tab, click the Advanced button, add the group you created and check "Remote Control".

Change the permissions a user or group has to a connection
