In Windows Server 2008 there is an inbuilt Fax Server role (e.g. free once you have a Server 2008 license) which can be added under Roles in Computer Management.
Once this is setup, run Fax Server applet from the Administrative Tools menu to enable the service.
Install and configure your fax - I use a US Robotics Courier USR813453C on Server 2008 and using the latest drivers there are no problems with it that I've found. The last time I checked there weren't any fax modems on the Windows Server 2008 hardware compatibility list for x64, although if you want an internal one you could see what is on the Vista list and use that.
Configure the fax within the Fax Server applet. I believe from here you can configure it to send incoming faxes to an email address as well as to a printer, sharepoint directory etc.
I've set this up, and tested it on Small Business Server 2008, and I'm answering from memory so some of the steps may differ, but it certainly works and I get delivery reports and incoming faxes delivered straight to my inbox.
