MSMQ - Access to Message Queuing system is denied

We have build a box in our test environment.  Everything appears identical to our production environment.  However, we keep getting an error that we never seen: "MSMQ - Access to Message Queuing system is denied".  I have granted full access to "everyone" and can't seem to figure it out.  This is a remote queue and the connection looks like this

FormatName:Direct=OS:SERVERNAME\private$\QUEUENAME
