sudo rule

I have two groups and I would like to setup a sudo rule with the below conditions.
Any user in the test group needs permission to delete any file created by anyone in the temp group.  This group(test) will also need permission to kill or put to sleep any process ran by anyone in the temp group.

what do you mean by need permission? No one can override permissions other than root (or with help of sudo which can give root priv to other users).

permission to delete means...the users can run commands such as rm filename. sorry for the poor wording.

you can let them run rm with root priv. you may look at the examples part in the provided link
