Can someone tell me what sub programming goes into developing a sophisticated cam2cam website?

I'm looking to develop a cam2cam website, similar to LiveJasmin.com.   I'm not a developer, more of a marketer, so I'm not familiar with the various sub-components and technology that goes into developing a quality cam2cam site, and when I screen potential developers for the project, they're estimates are all over the board (for the same size project!)  

So someone's got to be overcharging or undercharging..the danger in being undercharged is I might be dealing with someone who'se going to cut important ends or, delivers something made cheaply.

I need to know what is needed to have a quality cam2cam site, similar to Livejasmin.com.  I'm looking for components, then options, and the pros and cons of each.  And, the general price each should run so I don't get scammed.

well, i have deployed userplane on many occassions and i am sure it is probably one of the best that i have used, it is entirely flash based and is fairly easy to use for both the user and the administrator.

the largest deployment was for a radio station in illinios that has used it sucessfully since it was first installed.

running costs were fairly minimal although the last ttime i really had any contact with the admin side of it was 18 months ago or so and so it would be worth checking it out again as to tailor it to your requirements would dictate the price.

if you have a live domain, you could run the short code off of the basic pack as it is completly free, so you can test drive the beast for as long as you wish as the backend on the 'basic mode' is on userplanes servers

P.S. userplane works well at a cmomunity level, as for using it on a tickler type site, i cannot comment since i am not qualified due to a lack of hands on experience in this field, please excuse the pun ;-)
