Proxy settings were lost after updating IE6 to IE7

We recently upgraded our call center from IE6 to IE7, our group policy updates between every 30 to 90 mins- including our proxy settings.  But after the upgrade non of the PC's carried over the proxy setting.  We have been running IE7 now for 2 days - still no change and GPO settings all look good.

Now if I do a gpupdate /force on any PC, the proxy settings appear.

Any suggestions?
