Exchange 2007 allow only certain users external email access

I would like give all my users internal email access VIA exchange 2007 but I would also like to allow certain users external email access VIA a security group.  Any help would be great.  Thanks in advance.  We are running full AD network with exchange 2007 standard.

Internal users can access mail from Outlook clients. You can disable Outlook Web Access feature for these users.

For users whom you would like to keep external access, you can enable Outlook Web Access for them.

Well i Figured out how to create transport rules but they are not working as they should emails are still sending and coming to users that Ive excluded VIA the transport rule
