Config Outlook VIA Group policy

Ive never found good solution to this but Im sure there is one.  We are running outlook 2003 and 2007 with exchange 2007 on the back end full AD network.  How can i config users outlooks VIA group policy and enable Offline file Cache.  Please be as specific as possible thanks!
