I went to services.msc and restarted the printer spooler but that didn't fix the problem, I tried it again and i restarted the PC but that didn't fix the problem.

any thoughts?

Check the print spooler service on the server (or have you admin do it).

do it work from any other workstation or it isolated to this machine.  It sounds like a communcation problem with the server.  Can you delete and re-add the printer?

well, everyone else can print except for me, the printer is shared from our office manager, the printer actually is not on the server

Try to delete and re-add the printer.  Most likely you have a problem with the driver cache.  If deleting and re-adding doesn't then I can post some information of cleaning up the driver cache on your system.

Download the cleanspl.exe utility from microsoft.  It located in the Windows 2003 resource kit but it works fine on Windows XP.  http://www.microsoft.com/downloads/details.aspx?FamilyID=9d467a69-57ff-4ae7-96ee-b18c4790cffd&DisplayLang=en

Check this article for more information or for a manual way to clean to print spooler in case you don't want to download the resource kit.
