Slow Internet connection

Sometimes, to say the Internet is slow would be a gross understatement.
I ping Google and get a time of at least 1000ms
If I ping our Sonicwall I get 1ms, if I ping our Netgear Router I get 2ms. So, I'm assuming!!! it's the Internet.
There are approx 15 other people in the building, and we are only using BT Option 3.
Besides doing a Speedtest, is there any way of narrowing exactly where the slowdown is.
Sometimes, I can get the Google ping down to 2-300ms

I would monitor your connection, it could be several different things: malware infection, users streaming media, downloading media or even using P2P/Bit Torrent.

That's the thing, we don't have any specific monitoring software, is there a simple way of narrowing it down?
