Citrix Load Evaluator reporting 200% total and not working

just upgraded from 4 to 4.5 on one of my citrix servers. if i forced a client to connect to a published app on the server it works correctly so it appeared to be working. The problem is that it is not load balancing so none of my users are connecting to this server. my event logs appear clean at startup.

If i look at the load evaluator it is stuck at 200% and no other rules are reporting any data. I can't seem to get this to report correctly. i think this is the cause of the issue, has anyone seen this and know how to resolve it?
