After restoring exchange Database to a new server I am unable to reconnect the mailboxes to the users.

I restored the exchange database on a new server using NTbackup. All of the mail boxes were restored to the new exchange server. The problem is that all but a handful will not reconnect to the user.

When I select exchange tasks, reconnect; it does not show any users to select from. If I type out he users name I get an error stating user not found. Is there something I need to do in Active Directory after the restore? This is a new SBS 2003 server, none of the users have logged into their accounts yet.
