Small Business Server 2003 VPN not working from most remote locations, but can from one.

I have a new Small Business Server 2003 R2 that I enabled RAS and VPN through "Connect to the internet" through SBS. I can not get it to connect from their remote location, my office, my house, and a few other locations. But it works fine through one of my customer locations. I get an event error:
 The user administrator connected from 72.XXX.XXX.XXX but failed an authentication attempt due to the following reason: Authentication was not successful because an unknown user name or incorrect password was used.  ---this is not a password problem, same user works from 1 location

The working connecting has a SBS server with same ISP as problem site. Local IP is 192.168.100.X

VPN server is 1 nic direct connection, other is 192.168.11.2
Non working locations are:
Sbs server 192.168.2.X
Direct connection to internet with Public IP
Home with linksys router.

Had this problem for last 2 weeks. We  completely replaced the server with a new HP server with fresh install because we could not fix this problem, no difference, still works from same remote location and no where else.. ISP says it is not then. ISP is Cox internet and working location is Cox but so are most of the non working locations..

Well. I spent all morning on this and called the ISP again and they said it was not them, so I talked them into giving me a new public IP address and now it works perfectly!!
