EMAIL retention LAWS NJ state

Can anyone point me in the right direction to research or provide links for EMAIL Retention laws for the State of NJ and Federal that may over ride said state.

The company I ask about is a Manufacture/Structural steel Corp.
They maintain their own mail server (exchange) and I want to know if they are bound by any state-federal-local(07631)laws for retaining email.

Sarbanes Oxley is one of the laws that kicked off mail retention and I believe started off State Side.
