Can't select 'HTML' as email format in Outlook 2003

I have a user here who suddenly can't compose email in HTML. it only allows for rich text and plain text
if I have him go to tools > Options > Mail Format
"compose in this message format' is grayed out along with the checkboxes for using Word 2003 as his email editor.

Hi BaupostJR,
How are you, please try this:
On the Tools menu, click Options.
On the Preferences tab, in the E-mail area, click E-mail Options.
In the Message handling area, click to select/Unselect the Read all standard mail in plain text check box.

It was a broken GPO in our organization that had suddenly flipped to 'enforced'
Removed the user from that GPO and it fixed it.
