Does the traffic will cross the rule or not ?

there is a rule like

source any  destination any  services any

also there is a MIP IPs for all servers

so does the traffic will cross this rule or not because some engineers said the traffic will not cross any to any whenever there is MIP IPs

If I understand your question correctly; You will need to add another rule for the mips to permit or deny aswell
