In 2008, SQL Server Surface Area Configuration was deprecated and hence it wont be available.
Those features are integrated as part of your SQL Server Configuration Manager and your SSMS itself.

Hope this helps

In SQL Server 2008, this will be in

1. Open SQL Server Configuration Manager --> SQL Server Network Configuration --> Protocols for MSSQLSERVER
2. If TCP/ IP is enabled, then it corresponds to the one which you saw in the above configuration of 2005.
3. If Named Pipes is enabled, then it corresponds to option 2 in snapshot.
4. If both are enabled, then it corresponds to option 3 in snapshot

Kindly revert if I need to explain more.
