Unable to delete Word Documents from Document Library in Sharepoint

Hi Guys,
                I am currently having problems with Microsoft Word Document Libraries in Sharepoint. We are using Moss 2007 WSS 3.0 and the latest Service Packs. Currently when I hover the mouse over the row of one of the documents in the document library I do not get a drop down menu of options. However, when I create a new Word document library in other areas I do get these options. Ihave a feeling that it is user permissions that is causing this, however I chose to inherit the permissions from the Parent, as well as move all to Full Control, and still this option is not available. Any suggestions?

Did you choose these settings on the site or on the document library?

I have tried both. I have changed the permissions on the document library itself and on the site.
Ok, just to get it right, does it happen to some documents in the same document library? Cause if it does than it means someone messed with the item level permissions of these documents, and no matter what you do, they will remain disconnected from the parent (being the document library).

Which means that you gotta let them point to their parent one by one...

No, it happens to all documents in the libraries.
Hai jfcox,
  First add your Site to Trusted sites and Check the behaviour once. If it is not succeed
then follow the second way that Log on to that perticular User and Check whether his
page is having Person View or Standard View. (You will find this one in Welcome Menu (Which is also called also Sign In Button)).
If it is in Personal View then Change it into Standard View and check the behaviour.
Please check it once and let me know what happend....

Thanks PillalamarriVenkateswaraRao for the suggestion, however this problem is not to do with the views. Regardless of the view I encounter this issue.
I suggested this mechanism because my self also faced same type of probelm for one of my user. So I was done the above method what I was posted in my last comment.
