Dial up over VOIP

Hello guys,

This may be a stupid question, so I am sorry for being ignorant about this.

Is it possible to call a VOIP number and provide internet through that VOIP number, for people who needs to connect through a modem?

As a general rule, this will NOT work, at least not at reasonable speeds.  You might be able to pull off a slow connection, but not reliably.  VOIP has a difficult time with faxes, alarm systems, etc that also use modem style communications.
The problem is VOIP encodes (and highly compresses) the voice signal.  Modems depend on the fact that landlines pass more signal bandwidth and they encode the signal into that bandwidth. Alas, the encoding throws away a lot of that bandwidth since a human voice doesn't really require it which mucks up what the modem is trying to do.
For faxes, the VOIP makers offer different codecs, but it's still a challenge and doesn't always work.
