Can anyone tell me how to install fonts to C:\Windows\Fonts with C# window application?

depending on your reason to install fonts, instead of installing them, you may embed them into your application: http://www.emoreau.com/Entries/Articles/2007/10/Embedding-a-font-into-an-application.aspx
