Is there a way to change the NDR my server sends back in response to emails that have failed an SPF check? I want to be able to send back a link to a page that would have requirements for sending email to our domain. If there is such a way, can it be different responses depending on why the email failed delivery? Also, I assume that if this can be done, I would not be able to reject the message, but would need to accept and delete. Is that correct?

Interactions between email servers and clients are governed by email protocols. The three most common email protocols are POP, IMAP and MAPI.
