We are looking for a way to have the reports executed and based on the results email them to the staff  results of the report.  So if the report results include a staff member we want it to be emailed to them.

That would be Data Driven Subscriptions which is an Enterprise feature.  Look into it at http://www.sqlservercentral.com/articles/Development/2824/ or http://msdn.microsoft.com/en-us/library/ms169673(SQL.90).aspx
