Does enabling pptp VPN on iPhone uses much much more battery than normal??

Does the iPhone when enabled with pptp goes to the VPN server every second to tell the server that the connection is still alive???

PPTP connections send keep alives across to keep the connection active. Also, the act of encrypting and decrypting the traffic across the tunnel, even in small amounts takes up power.

When using VPN on the iPhone and then tethering it with my computer, can ATT see that I am tethering... I mean, since all of the traffic from the iPhone is encrypted and it will look as if I am browsing the net with the iPhone which is completely fine...;

VPN will hide the traffic going across the connection but not necessarily the way it's being sent. They may still be able to see that your tethering with your iPhone. I've heard the new 3G S iPhone allows tethering but just that ATT wouldn't support it. It's up to you if you want to do it.

You should read OS supplied guidelines before developing. I can't stress that enough. The guidelines will help you understand the reasons mobile app developers do what they do.  Apple is very particular when they review appstore submissions.
