Excahnge 2003 system manager shows mutiple mailboxes last logged on by same user

In looking at my mailbox store I noticed that there were several mailboxes that say they were last logged on by the same user. This user does not know how to open another users mailbox. How can I find out why this is showing this or trace back to how it is happening. This actually is part of our email policy that forbids users from opening other users mailboxes.l

the last logged on will also show a user's name if the user tries to schedule a meeting invite or check the free/busy status to schedule a meeting/appointment.

Both answers pointed to the same solution. The first by Subsun however gave me some good info for auditing so 50 more points fo that.
