Microsoft Update Root Certificate - Automatic Updates

Our WSIUS server distributed Microsoft UPDATE ROOT Certifcate which is kb931125.  This seems to be repeating itself on all the clients.  Every time we click on update, it installs.  A few minutes later the update appears again.
Does anyone know why ?
