Remote desktop connection

when a user tries to open a hyperlink in MS office 2007 and other apps as well, he gets the error operation has been cancled due to restrictions in effect on this computer. Please contact admin.  Where would I go to set these restrictions?

It may not have anything to do with VPN - clicking on links within MS documents can be prevented in GP if I recall correctly - This may be what is actually happening

Thanks. I did check and yes there was a GPO in place.
