Can I apply an ACL at a VLAN level?

Hi Everyone,
I have a few Dell powerconect 6200 switches and I have created four different VLANs. I would like to block certain types of traffic between VLAN 3 and VLAN 4 and I was wondering if it were possible to create an ACL and apply it at the VLAN level rather that at an interface level?

Any assistance in helping me clarify this issue would be most appreciated
