sql 2005 JDBC driver issue Cognos 08  Portal

This user CXXX has been given dbo status to the database on SQL 2005, the user is trying to copy a database within the Cognos Portal Version Cognos 08

the application is failing to connect, he is connecting correctly with the correct password etc, and I can view all objects in sql query analyser using his access and password.
we get the error in cognos as :

Failed Logon:com.jnetdirect.jsql.JSQLException: Login failed for user 'User1'. url:jdbc:JSQLConnect://myseverxx\SQLServerxxx/Cognos08CS

SOAPFaultException  CNC-MON-0024 Monitor Service paging error: Failed Logon:com.jnetdirect.jsql.JSQLException: Login failed for user 'Cognos08'. url:jdbc:JSQLConnect://myserverxx\SQLServerxxx/Cognos08CS

can i please have assistance in troubleshooting jdbc issue

How is he accessing it?  From Cognos connection or framework manager on his local PC?  

Did he create the database connection using his login from the Cognos Admin console?

he is connecting through framework manager.
the database he created is I believe part of cognos admin console and is setup in the database where cogons 8 content database is installed.

Does he have the driver installed on his local machine?  If he's using Framework Manager, it actually uses his local machines driver to connect.  Once he has published the package from Framework Manager to Cognos it uses the driver installed on the cognos server.

yes he does have the driver and all looks fine.
I have tested again with the user through configuration manager
next stop is looking at SQL 2005 to see if java driver exists which it should, or I just reinstall

have installed service pack 3 for sql 2005 and I am going to wait and see if the problem persists.

Can he access the database from any program using the driver, such as access or excel or is it just cognos causing the problem?

installed a service pack for sql 2005 and that has correct the problem
