Using group policies you can remove or disable Internet Explorer and prevent them from installing additional browsers with permissions. Then, you can apply the GPO to a specific organization unit where these users live in Active Directory.

Sounds good.  These users already belong to a custom OU that must be applied to all users within this OU, but i do not want all users within this OU to have internet restrictions.  
I would like to create a sub OU below the current custom OU, then apply the restrict IE policy to that sub OU.  Then, move the select users to the restricted sub OU I created.  This sub OU would have allow inheritance and No Override applied. The idea is to have the sub OU inherite the policies from the parent custom OU.  Would this work properly?
