I can no longer view or manage the Public Folders by going through System Manager on server 2003

I have an Exchange Server 2003 running on Server 2003.I can no longer view or manage the Public Folders by going through System Manager > Folders > Public Folders.   Users can view and access all public folders from Outlook client.
I received the following error:
The operation failed because of an HTTP error 501 (Not implemented). Verify that the ExAdmin virtual root exist on the destination server.

I have already deleted and recreated the ExAdmin and Public virtual directories and I still have the same issue.  I need to add a public folder asap so any help would be appreciated.

I would suggest downloading the PFDavAdmin tool.

Overview

The program can also reports content information of each public folder and mailbox folder such as the number of items in each folder, size of folder and most recent modification date of any item in the folder.

I tried to do some maintenance with that tool such as Fix Folder DACLs but the folders still do not show in Exchnage system manager and I ma still getting the error above.

Is the server running Windows Sharepoint Services?  If so, is it actually being used?  Uninstall it & restart IIS Admin Service.  If it is being used, this KB applies: http://support.microsoft.com/kb/823265

We've also seen rebuild of the ExAdmin virtual directory working to resolve this problem.  Here is another KB:  http://support.microsoft.com/kb/839744

No we don't have sharepoint installed on the server.  What I have running on that server is OWA and Active Sync. I have tried the KB839744 as I stated in my first posting and that did not work.

I have resolved my issue this is what I did:

We followed the article: http://support.microsoft.com/kb/883380 using Adsutil.vbs Method 2.
Now when checked we are able to Expand the Public Folder but we get a popup:
The operation completed successfully.
ID no: c0070000
When tried to look at the content of Public Folder using Exchange System Manager, we just get a blank gray screen in the right hand panel.
This issue is because of IE7 so we had to follow the work around in article: http://support.microsoft.com/kb/932513.
Stopped System Attendant, Information Store, MTA Stack, IIS Admin, WWW Publishing Service, SMTP, HTTP SSL, Antigen IMC.
Renamed Psapi.dll to old in bin, restarted System Attendant.
Now we were able to successfully expand Public Folder with no pop ups plus able to view the contents as well.
