Outlook Delayed Sent not Working Properly

I am attempting to use the delayed send feature of Outlook 2007, but it is not functioning properly.  After composing the message I specify the time I would like to send the message, click the close button on the Message Options box, and then click the send button.  The message then goes to the Outbox as I would expect and wait for its designated send time.  However, the send time comes and goes but the message does not send.  After the designated send time passes, if I send another non-delayed message, both the non-delayed message and the delayed message will go out.

I am connected to Microsoft Exchange 2003 (which is also the only account configured in Outlook). Outlook is not using cached exchange mode, and Outlook shows as being online throughout the whole process.

Have you got all the latest updates from http://windowsupdate.microsoft.com?
Office 2007 is on SP2 - Click on Help About Microsoft Office Outlook - what SP level are you on?
 
You need to leave Outlook open for the schedules send to work.
If the scheuled time comes and outlook is closed nothing will happen.

This is a feature of the client not the server.  That is to say the delayed send feature simply holds the message in Outlook and then send it at the appropriate time.  Before then the server has no idea the message even exists.

All the updates are in place for Office, Exchange, Windows XP and Windows SBS 2003.

I have been leaving Outlook open throughout the entire process, but the messages do not send according to the schedule.

Is the time / date set properly on the PC?

Yes, the date, time, and time zone is set correctly on both the PC and the server.  I have also verified the time zone settings in Outlook.

Okay - Have you tried to replicate the same problem for the same user on another PC and also tried another user logged onto the problem PC?
Please try this and post back to see if we can identify if the problem is PC related or user related.

I attempted a different user on the PC as well as tried to use a different PC and the problem persists.

I gave up on making this work because the user really didn't have a use for it anymore.
