how to change from local to internet (vista)

i have a hp laptop with vista, but i can't connect to the internet, the netwok connection read access: local only. what do i need to change this

Some questions:
  1. Does your environment include a router / firewall that allocates IP Addresses via DHCP?
  2. Are you trying to connect to the network Wirelessly or with a LAN cable?
  3. Is your network card set to Automatically Obtain IP and DNS settings?
  4. Do you know that your internet connection is working?
  5. Can you ping the router?
  6. Can you ping www.microsoft.com
  7. Have you got a firewall installed on your laptop?
  8. If you have got a firewall installed - is it enabled?

Did you disable, then re-enable  the network adaptor?
