How do I get NetMeeting to accept calls?

I am trying to use NetMeeting.  When I call another IP, the message "The person you called is not able to accept NetMeeting calls."  This is the same in both directions.  My provider is Cox Communications.  My modem is a Motorola Surfboard model 5B5120.  I have reduced the level of security on my firewalls. Any suggestions?

Netmeeting is outdated, may I ask what the OS on both.
Are you running windows mesenger now called windows live?
Or MSN messenger ( Windows Live)  which versions?
Both have to have the same versions.

To manually add Windows NetMeeting to the Programs and Services list, follow these steps:
Click Start, click Run, type firewall.cpl in the Open box, and then click OK.
Click the Exceptions tab.
Click Add Program, and then click Browse.
In the Browse dialog box, locate the Drive:\Program Files\NetMeeting folder, click conf.exe, click Open, and then click OK.
Verify that conf.exe is listed in the Programs and Services list on the Exceptions tab, and verify that the conf.exe check box is selected.
Click OK.
