You can always use the standby Microsoft Access to begin with then you will eventually be able to migrate too SQL when you have enough data. Start by laying out your tables and screen layouts..

First, learn as much as you can about inventory management: read up on it (for example, http://www.amazon.com/Essentials-Inventory-Management-Max-Muller/dp/081440751X/ref=sr_1_1?ie=UTF8&s=books&qid=1248120679&sr=8-1 and http://www.amazon.com/Inventory-Accuracy-People-Processes-Technology/dp/0972763104/ref=pd_bxgy_b_text_b); talk to prospective users, etc.  Next, create a data model for the data you plan to store in the inventory tracking system, and the requirements for the system.  Create a design and start coding.  Set milestones and work towards them.  Perform testing on the code, making sure it works as specified by the requirements.  Allow your users to use it in controlled settings and get feedback on what you've completed.
