How to restrict many/bulk URL's in Internet Explorer by entering in text file and refer it to IE?

I want to put all the URLs which need to blocked and I want to refer this text file to IE not to allow access to those sites.

Why not just use a hosts file. The system already exists. You can create your own, so that any website you place gets re-directed to localhost, as the example shows below. This can be almost as big as you like and can be pushed out via a logon script to get copied to the proper location. For XP, this would be:

C:\wndows\system32\drivers\etc

The file is called Hosts  (no extension)  Below is an example:

# entry should be kept on an individual line. The IP address should
# be placed in the first column followed by the corresponding host name.
# The IP address and the host name should be separated by at least one
