Create a common calendar in exchange server

Is it possible to create a common calendar in exchange/network.
Everyone should have read access 1or2 have full access.

Two options:
(1) create a public folder with calendar items
(2) create a calendar in use folder and share it

Each has full range of permissions possible.

Can you explain the 1st option
Option 1 creates a folder that is visible in public folder tree to permitted users.  Users with appropriate permissions can create/edit/delete/view entries.

What about 2nd option as I could not see public folder in outlook
In Outlook, if you click Folder List, you do not see Public Folders?

No public folder is not listing in outlook.
I created a public folder after upgradation of exchange 2003.
