(1) create a public folder with calendar items
(2) create a calendar in use folder and share it

Each has full range of permissions possible.

Option 1 creates a folder that is visible in public folder tree to permitted users.  Users with appropriate permissions can create/edit/delete/view entries.

In Outlook, if you click Folder List, you do not see Public Folders?

No public folder is not listing in outlook.
I created a public folder after upgradation of exchange 2003.

Sorry to keep coming back to this, but public folder is a good option.

Pls verify that you are using Outlook 2003 or 2007 and if the email profile is using Exchange without any kind of pst.

There are several Navigation Pane buttons. The folder list button looks like a small file folder icon.  When you click it, you should be able to scroll the folder list all the way to the bottom and see Public Folders.  When you expand this part of the tree you should see All Public Folders.  Expanding that should reveal the public folders.
