where can I find and download office program that support Arabic Language?

According to OpenOffice's website, there is no open office version that supports the arabic language for Mac OS X.  You could try and see if there is an extension for open office that would allow you to do this but I do not know of any.

Neo office doesn't support the OS X 10.2
Ah, well sorry about that.  Unfortunately, Mac OS X 10.2 Jaguar is quite an old operating system in regards to 10.5 Leopard and now 10.6 Snow Leopard so to find programs that are still compatible with it is quite difficult.  You can try and search on eBay for a used disc and see if you can get a reasonable price on it and then upgrade your operating system so that it is compatible with NeoOffice.  Other than that, I can't really think of anything else.  Hope that helps.
