It means Adding Exception to Windows Firewall.

Exclude TCP / IP Port 1433 in Windows Firewall

Open Control panel --> Windows Firewall --> Exceptions --> Add Port --> Choose TCP , Specify Name and port 1433.

Are you sure it's on the server you want to open the port, and not on a router?

If on the server you can try this (and using windows firewall)
Go to control panel, Windows firewall
Click on the exeptions tab at the top and then on the add port button at the bottom of the window

SQL Server also utilize port 1434 as well. You will want to allow traffic on that one as well.
YOU DO NOT WANT TO ALLOW TRAFFIC ON 1434 unless you need to manage SQL remotely.

Also, depending on the version of SQL you may need to configure it to use 1433, and then to listen to it as well.
