Vista Error 2869

We have an application that was created for us by a third party individual. The third party is no longer around and we are trying to install this application on a Windows Vista machine for the first time. Each time we launch the application we encounter error code 2869. We have tried multiple things including disabling User Account Control (UAC).

It is possible to mark Custom Actions as msidbCustomActionTypeNoImpersonate in MSI. So one can edit MSI with ORCA and patch Custom Actions table updating Type column to be msidbCustomActionTypeNoImpersonate according to the Custom Action In-Script Execution Options table. Usually it will be enough to add 1024 to the Type column in the Custom Actions for Custom Actions of install, uninstall, rollback and commit (anyway - those that require administrative privileges).

You probably cannot fix this without access to the code, patch and recompile. The closest I could find is here:

As a workaround, try runing it on a machine (say like XP) that it was designed to run on.
