How do I open Port 389 on a Solaris 10 box?  I need to enable telnet to port 389.
What are the specific steps I must take?

Are you saying you want to run telnetd on port 389?  That would be an unusual thing to do as port 389 is normally used for LDAP.
telnet is insecure, consider use ssh instead.
BTW, if you want to change a service to run on a different port, you need to make sure the alternative port is not in used, then modify /etc/services file, and restart inetd.

nc -l 389

it is open and you can telnet to it all day long...

open /etc/services, change the telnet port from 23 to 389,
restart inetd service
#pkill -HUP inetd

you should be good to go....
mind you if you are trying to telnet from this box to other boxes, you will have trouble, as all standard telnet sessions go through port23..
