Long file names problem

We've just upgraded our SBS2003 network to SBS2008. I thought everything had gone well until one of the users reported a problem. He uses a program called Delrina FormFlow. It is quite old, but worked perfectly on the SBS2003 network. Now that we are on SBS2008, this program cannot see files or folders on the network that have filenames longer than 8 characters.

Why would this be? I didn't think that the file system had changed in 2008.

There is a registry setting in Windows that disables/enables support for older applications who cannot understand long file names.  Make sure you change the key to a '0', reboot, and try the application again.

HKLM\SYSTEM\CurrentControlSet\Control\FileSystem

Value "NtfsDisable8dot3NameCreation" (RegDWORD) should equal "0"

Although this is an old program, it is a windows application and saw long filenames perfectly in SBS2003. Is the above still applicable?

This would be where I start the troubleshooting process - check the registry key and make sure it is set to a 0.  I have had issues with older programs that stopped working once this value was set to '1' and when I reset it back to '0' the program ran fine.

That key was set to 1 so i changed it to zero and rebooted the server and client. The problem still persists. Previously when I have seen problems with long filenames, the name has been truncated with a '~1' at the end. In this scenario, the files are not listed at all. The user was quite confused because he could see them in Windows Explorer, but not at all in Delrina Formflow.
