Remote Desktop Connection Fails Due To Over The Limit Connections

Hi, I have a user that needs to be able to access his computer via Remote Desktop Connection.  However lately he has not been able to connect.  I checked the event viewer and found this error...Event Type:      Warning
Event Source:      Tcpip
Event Category:      None
Event ID:      4226
Date:            7/21/2009
Time:            8:50:21 AM
User:            N/A
Computer:      CEO
Description:
TCP/IP has reached the security limit imposed on the number of concurrent TCP connect attempts.

The user has a number of applications that access the Internet for various reasons.  I did not see any that were virus or malware related.  Is there anyway to make sure he has dedicated access via Remote Desktop Connection not matter what ever else is attempting to access the Internet?  Please advise.
