We run two citrix servers here, and when a user runs a citrix application, it is not able to hit the internet, it is blocked by a localhost proxy setting, 127.0.0.1. If I make the user a domain admin, log in as the user and uncheck the proxy under IE connection settings this works fine, the citrix application is able to contact a website to pull down data.. as soon as I remove the user from being a domain admin, the 127.0.0.1 proxy setting returns. I know this is a Group Policy issue, just cannot find which one.

Server 2003 defaults to local host with non domain admin user
