Server 2003 defaults to local host with non domain admin user

We run two citrix servers here, and when a user runs a citrix application, it is not able to hit the internet, it is blocked by a localhost proxy setting, 127.0.0.1. If I make the user a domain admin, log in as the user and uncheck the proxy under IE connection settings this works fine, the citrix application is able to contact a website to pull down data.. as soon as I remove the user from being a domain admin, the 127.0.0.1 proxy setting returns. I know this is a Group Policy issue, just cannot find which one.

Go to the Group Policy Mgmt Console and run Resultant Set of Policy for this user and the Citrix server.  That will show you which GPOs are being applied, and denied, for that user on that server.  Once you have the list of applied GPOs, look at the settings for each to see which one has the IE Proxy setting.

That did it! It was a GP that we have specifically for our Citrix servers... Just had the user try, and it works great! Thank you SO much!
