New Users not getting e-mail from outside

When I run the mail flow trouble shooter i get this message:
Mail submission failed: Error message: The SMTP server requires a secure connection or the client was not authenticated. The server response was: 5.7.1 Client was not authenticated.
Only new users added to the e-mail server are not getting external e-mail

Hi There,
this is happening because new users are configured to allow only authenticated users to send to them.
to solve that, do the following:
Open Exchange Management consol -> Navigate to the Recepient configuration -> mailbox -> pick on of the users and open the properties ->go to the mail flow settings tab -> Double-click message delivery restrictions and uncheck the box that says (Require that All senders are authenticated)

I went to the properties and the box was already unchecked similar to user who recieve e-mail.  When I send a e-mail from a yahoo account to this user I get this message:

68.250.20.1 does not like recipient.
Remote host said: 550 5.1.1 User unknown
Giving up on 68.250.20.1.
