New Exchange 2007 Server, migrated from 2003.

3Com V3000 NBX on the old server could relay through, and send email notifications.  Now that we have moved to 2007, this no longer works, I have tried building a recieve connector for it, but so far nothing.

Do you see the connection from that IP address being dropped in your SMTP protocol logs?  You should, and you should within that SMTP conversation see a reason for the drop.   You may need to enable protocol logging first, per this technet article:
http://technet.microsoft.com/en-us/library/bb124531.aspx

If you're not seeing that IP address hit the server at all, then the config issue is on the 3COM device.  Does the 3Com device have any diagnostics logging capabilities?  A snippet of either the Exchange SMTP logs, or the 3COM ones, or both, will certainly help the troubleshooting effort.

The actual solution to the issue in my setup, was a missing internal mx record back to the server.  As the NBX is set to pull mx records from domain.com through the internal dns servers, once I fixed that it worked like a charm.

I am however going to award points to "tm", as he is correct in his procedures as far as a normal recieve connector goes.
