Excel 2007 on Terminal Server - Set Default File Location for all Users

I have a Windows 2008 Terminal Server and some users log in and use Excel 2007 for a shared project they are working on.

How can I set the default file location for all users when they go to Open a file.  The directory is on the Terminal Server

If the solution is using Group Policy, I don't want it to set this same location if they are using Excel locally on their computer.

You can set the default path in a group policy with the Office 2007 templates:
2007 Office system Administrative Template files (ADM, ADMX, ADML) and Office Customization Tool version 2.0

To have different applied to your users, depending on whether they logon to their desktops or the terminal server, you'll need the Loopback processing:

If it's just a single server, and you basically only want to set this path on the terminal server, you could actually even simply use a local policy on the terminal server. In the long run, if you're planning to add more terminal servers, a domain GPO is obviously better suited.

I think I would do it with a Local Policy since it's only on 1 Terminal Server that we need Excel to run.  Where do I put the Office 2007 Admin templates?

On 2008, they need to go into %systemroot%\policyDefinitions; check here for details:
