Users still show up in GAL (Global Address List) after being deleted.
I have some users that are no longer with the company. I have disabled their network account and through Exchange tasks removed their mailbox. They still show up in the Global Address Book for everyone. There are some users that have been gone for well over 4 months and they are still there.

If you can find them in AD then uncheck Hide from Address List option from their User account properties.

Check whether they appear in the live GAL through OWA. If they do not then I suspect your OAB isn't updating correctly.

I would delete the user account instead of just disabling their login. This should remove them from GAL. You can then attach their mailbox to another user in the future if you need access for any reason.

SInce we previously deleted the Exchange Mail Box using AD the tab that would allow me to check or uncheck weather they are hidden in the GAL.

THis problem is on mutiple machines. I did however check the GAL in OWA and they still show up there too. (This was my initial thought as well)

So user account still exist in AD so using ADSIEdit.msc from Windows 2003 support tools...locate user from Domain partition and check user properties and find ShowInAddressBook....if any value is there then remove it....

You were correct in the fact that these were still there. I did as you stated and purged them. How do I force Exchange to update the GAL so I can do a download of the address book again and see if they are removed? At this time they are still there and I imagine that updating the GAL is all I gotta do now.
Try within exchange system manager Recipients > Recipient Update Services > Recipient Update Service (yourdomain) - right click and select 'Update Now'.
