Remote Access Connection Manager will not start in WXP-SP3

Hello All,

I have a Lenovo X300 laptop that used to be able to connect to Verizon Wireless' mobile broadband network via an integrated air card, but for the last month or so it has not been able to do so.  

The mobile broadband modem shows up in the hardware manager without a problem and it even passes the functionality tests included in the Verizon Wireless Access Manager software, but when it comes time to locate and join the Verizon Wireless' network, no networks are found on the list.  Various troubleshooting steps, including running the set-up wizard included in the VZW access manager show the initial error:

"Unable to create a new connection - Error 711."

Digging around for that error lead me to verifying that the following services are enabled:
- Telephony
- Remote Access Connection Manager
- Remote Access Auto Connection Manager

I found that the Remote Access Auto Connection Manager was not running.  When I tried to start that process I get the error:
"Could not start the Remote Access Auto Connection Manager service on Local Computer.
Error 1068: The dependency service or group failed to start."

Checking dependencies, I see that Remote Access Control Manager is on that list and also not running.  I tried to start that service and I get the following error:
"Could not start the Remote Access Connection Manager service on Local Computer.
Error 5: Access is denied."

- I have verified that the service is trying to be run by the system account.
- Many hits for this problem around the net refer to a problem using system restore and/or upgrading to SP1.  This system was not recently restored and is running SP3.
- I have tried the usual reboot, uninstall/reinstall the mobile broadband card through hardware management
- I am not running SEP (found a hit talking about how SEP can sometimes cause this) and in-fact uninstalled AVG thinking maybe it might have somehow locked down the ability to add new dial-up connections... but no luck.

Does anyone have any idea why I'd be getting an access denied error message?  Any suggestions on a fix??   Thanks in advance!

1) test the card on a different machine if possible

2) Check fr anything in the event logs

3) Contact Verizon .

Is it possible the antenna is faulty or disconnected ?

Thank you for the comment.  
1: The card is internal and therefore cannot be tested on any other machine.
2: The event logs are fairly clean with the exception of the errors I have reported.  I will double check for anything beyond that.
3: Verizon did their testing and even the VZ software says the broadband modem is working properly. This seems to be more of a problem with windows service functionality rather than malfunctioning hardware.  

For example... another symptom of this problem is that I am unable to add any dial-up modems.  The option is grayed out when trying to add additional internet connections.    Most of the posts I have seen around the net report this exact same symptom along with this inability to start this service.  I considered that the broadband modem may be malfunctioning and tying up resources, but uninstalling the broadband modem from hardware management did not resolve the issue, so I'm guessing it's not the broadband modem.

Any other suggestions would be much appreciated.  Thanks!

Hi; I was thinking all along as I read the problem that the computer may have been smurfed or may have suffered a root attack resulting in your ablility to access the network/internet and the pc would possibly need to be formatted, but glad to find you only needed to do a re-install. I ended up going to a completely different xp os when my pc was attacked.
